Notice of Public Rulemaking Hearing, 8 CCR 1501-12, IT Lifecycle Planning
OIT offers the Proposed Information Technology Lifecycle Planning Rules and requests comments from the public.
These rules are intended to ensure that technology supports the mission of providing government services. In particular, the proposed rules establish a technology lifecycle plan, as directed by Senate Bill 24-224. The lifecycle plan enables OIT to deliver an annual lifecycle funding financial impact statement to the Office of State Planning and Budgeting (OSPB), and an annual report on technical debt to the Joint Budget Committee (JBC) and Joint Technology Committee (JTC).

- This version will be discussed at the public hearing.
- Notable changes from the version released on 10-15:
- Reorganization of the sections
- Non-consolidated agencies report to OIT solely about IT assets that receive an appropriation through the IT capital request process
- Phased approach to build the IT asset inventory for consolidated agencies over time
- The annual tech debt report will be limited to IT assets at consolidated agencies
