David Edinger
Chief Information Officer & Executive Director
Appointed in November 2023 as Chief Information Officer and Executive Director, David Edinger leads nearly 1,100 employees and oversees the $373M annual budget and $1B in federal grant spending for the Governor’s Office of Information Technology (OIT). David is drawn to technology because of its transformational power and ability to accelerate innovation so it is easier for Coloradans to access government services.
David joined OIT after serving the City and County of Denver for more than 15 years. His public service began in 2008 as the Special Assistant to the Mayor to provide strategic resource alignment and planning to improve public safety operations. He later served as Chief Performance Officer, during which time he created and led Peak Performance, the national model for employee-led innovation, establishing Denver as the center of excellence for government innovation. The Peak Academy has trained individuals from more than 350 municipal and state governments and more than 11,000 Denver employees on how to improve city processes. In tandem with the $10M annual Innovation Fund, these programs have saved the city over $65M since inception in 2011.
In 2018, David was appointed Chief Information Officer and led Technology Services (TS), Denver’s 350-person Information Technology Department, through September 2023. Combining people with technology and process improvement, TS pioneered a transition to productive hybrid work during the pandemic and virtualized the Emergency Operation Center operations. David believes government employees have all the answers and it is simply a matter of translating those insights and expertise into implementation. That approach led to an 80% reduction in major incidents, 96% of employees understanding how their roles impacted strategy and a 2023 annualized turnover rate of less than 10%. For these accomplishments, among others, David was named the 2023 Colorado CIO of the Year by the Colorado Technology Association.
Prior to joining the public sector, David was the co-founder and CEO of Broadwing LLC, a private equity startup. He also held consulting positions, directing the sales strategy and productivity consulting engagements for Eli Lilly affiliates in Central and South America, India, Thailand and Spain for RM Consulting, and conducting data modeling projects to allocate sales resources in the pharmaceutical, biotechnology, medical products and animal health industries for ZS Associates.
David earned a Bachelor of Arts degree in economics from the University of Michigan and an MBA from the Darden School of Business at the University of Virginia. He also holds a certification from the Bloomberg-Harvard Leadership Initiative. David is a board member of the Colorado Technology Association and the University of Denver Department of Business Information & Analytics.
Married and with four children, David is an euchre (a trick-taking card game) aficionado. In his spare time, he is a volunteer coach and team manager for the Colorado Rapids Youth Soccer and enjoys annual backcountry river canoe trips.
Amy Bhikha
Chief Data Officer
Amy Bhikha's passion for the impact data can have on the lives of individuals has led her to the role of Chief Data Officer at the Governor’s Office of Information Technology (OIT), overseeing data strategy, architecture and data services. She also chairs the Government Data Advisory Board (GDAB) and serves as an eHealth Commissioner for the Office of eHealth and Innovation. Throughout her career, Amy has been motivated by the illustration of data in understandable and innovative ways. She is excited to provide strategic guidance on how data can best be used to benefit Coloradans.
Before joining OIT, Amy was Sr. Principal, Business and Technology Advisory, at Stonebridge Consulting, where she established a company-wide culture of using data as a strategic asset, including creating a cross-functional data governance organization, multi-faceted data management team and project management organization.
Amy holds a master’s degree in educational technology leadership from George Washington University, a graduate certificate in computer and information sciences from Robert Morris University and a bachelor’s degree in mathematics from Grove City College. Prior to her 2008 move to Colorado, she lived in Pennsylvania, New Mexico, Canada and Norway. She enjoys hiking, skiing, camping and international travel.
Andrea Day
Interim Chief Customer Officer
Andrea Day joined OIT in June 2019 and was appointed interim Chief Customer Officer in October 2025. During her six-year tenure at OIT, Andrea has been a dedicated and focused leader specializing in technology relationship management, customer success, and driving high-value service delivery across complex public sector environments. Her expertise lies in the ability to create a cohesive, high-functioning team through servant leadership principles and building strong internal and external partnerships to foster a culture of accountability and transparency to achieve customer objectives.
Prior to joining OIT, Andrea served under four governors over an 18-year span while at the Governor’s Office of State Planning and Budgeting. With expertise in budget and policy analysis, she has managed portfolios over $1 billion, providing the governor with critical budgetary and policy recommendations on new funding requests, major IT projects, and IT-related legislation.
Between her stints at the Governor’s Office, Andrea was thrilled to be a stay-at-home mom for 8 years to her two daughters, Camille and Emily. While the most difficult gig yet, “Mom” is her favorite role.
Andrea holds a bachelor's in international relations from the University of Denver and was a Woodrow Wilson Fellow at Harvard’s Kennedy School of Government, where she earned a master's in public policy. Her free time is spent traveling with her daughters, making new friends, and taking long walks with her dog, Clementine.
Jill Fraser
Chief Information Security Officer
Jill Fraser joined OIT as the Senior Director of Security Operations in January 2023, was appointed interim Chief Information Security Officer (CISO) in September 2023, and then was named the state's CISO in February 2024.
Before coming to the state, Jill served as the Chief Information Security Officer for Jefferson County for nearly 11 years. She was responsible for managing the county’s enterprise cybersecurity program, which included policy and procedure guidance, continuous improvement of incident response capabilities, end-user awareness training and risk management. Jill concentrated on ensuring the county’s security program was a business enabler by maintaining a sound cybersecurity strategy that supported productivity, growth and innovation.
Believing we are only as successful as the relationships we foster, Jill advocates for cross-organizational collaboration and the development of programs that improve the collective ability of governments to secure their data and services. Her work was instrumental in creating Colorado’s Whole of State Cyber Effort in 2018, which is focused on reducing the time, talent and resources needed for local governments and critical infrastructure partners to build and maintain strong cybersecurity programs that improve the overall strength of our state’s ecosystem.
A graduate of Hanover College, Jill has been in the information technology field for more than 20 years. She is a Certified Information Systems Security Professional (CISSP) and Certified Chief Information Security Officer (C-CISO).
In her free time, you can find Jill, her husband Craig and dog Whooligan enjoying Colorado’s beauty on foot, by bike and via travel van.
Alex Monts
Chief Financial Officer
Alex Monts joined OIT in February 2015 and was appointed Chief Financial Officer (CFO) in October 2022. As CFO, Alex leads all areas of financial operations, including accounting, budgeting, finance and procurement. He manages current fiscal year operations while developing forward-looking financial plans that help drive OIT’s business and financial strategies.
He supports financial innovation while maintaining a robust, internal controls environment. Alex is motivated to increase transparency for agency customers’ return on investment for their technology spend and ensure OIT has the resources required to provide critical services for Coloradans.
Before being appointed CFO, Alex served in various roles within OIT, including separate stints leading the Accounting team as Controller and the Financial Analyst team as the IT Finance Manager. During that time, he helped transition accounting operations from Common Policy to Real-time Billing and implemented an IT financial management tool that was key to gaining insights into OIT’s operations. Over the past few years, he has also helped set up a brand-new federal compliance structure to take full advantage of more than a billion dollars in broadband grants.
Alex earned his Bachelor of Arts degree in economics from the University of Colorado Boulder and a Master of Business Administration from the University of Colorado - Colorado Springs.
Bob Nogueira
Chief People Officer
Bob Nogueira joined OIT in July 2019 as Chief People Officer, bringing over 30 years of experience leading organizations in internet start-ups, nonprofits, and international corporations. Bob’s leadership encompasses call centers, human resources, employee communications, leadership development, and nonprofit boards of directors. Bob is an adjunct faculty member in the Communication Management and Organizational Leadership graduate programs at the University of Denver.
Bob’s past senior leadership positions include roles with Comcast, Kaiser Permanente, Qwest Communications, and Merrill Lynch. He founded Nogueira Consulting & Coaching LLC in 2018 and has become a sought-after executive coach, public speaker, and consultant. Bob was a gubernatorial appointee to the Colorado Workforce Development Council for three years. As a community influencer, Bob chaired the board of directors for Colorado Health Network and was a board member for Spark the Change Colorado. As co-chair of the Career Services Board, Bob was one of five mayoral appointees to oversee the City and County of Denver’s Office of Human Resources. He holds accreditation in human resources, executive coaching, change management, and several individual development and team effectiveness tools and methodologies. With a passion for inspiring others to confidently engage and discover "what’s next", Bob’s infectious energy and curiosity amplifies the development and work of individuals and teams.
Bob earned his undergraduate degree in Communications from Kean University of New Jersey and his graduate degree in Communication Management & Organizational Leadership from the University of Denver. Born and raised in New York City, Bob has called Colorado home since 1992. He and his partner, Russ, live in Denver with their rescue dog, Cooper. Bob enjoys collecting memorable experiences through volunteering, travel, theater, music, learning, and teaching. As a (perhaps) too loyal Colorado Rockies fan, Bob considers Coors Field an aspirational second home.
Sri Ramaswamy
Chief Operations Officer
As the Chief Operations Officer, Sridevi (Sri) Ramaswamy works with OIT’s executive leadership team to help define and execute on the OIT’s strategic plans, and to ensure the success of OIT and its customers. Leading our Enterprise Project Management Office, Service Management Office and Strategy, Performance & Administration team, Sri is excited to be part of the team that helps tech-enabled government services reach every Coloradan by collaborating with OIT’s agency customers to deliver maximum value to them.
Sri joined OIT in April 2024 after more than 20 years in the private sector across the U.S., Singapore and India. For the six years prior to joining OIT, she worked at Uber Technologies, Inc. in the U.S., where her last role was Global Head of Service Experience, and Singapore, where her last role was Head of Community Operations for the Asia Pacific. In these roles, Sri built and led teams responsible for customer service and support. Together they developed strategies to improve the customer support experience, partnered with Uber’s engineering, data science and finance teams to enhance the customer support experience, and implemented initiatives to raise customer satisfaction and revenues and reduce costs. The teams Sri led were both high performing and collaborative, offering a supportive work environment that emphasized the personal growth and development of every team member.
Before joining Uber, Sri’s experience included running her own business, managing software projects in Singapore, as well as working as a software programmer (in India and the US).
Sri earned a master’s degree in computer applications from Madurai Kamaraj University in India (while working full-time as a software engineer) and a bachelor’s degree in mathematics from the University of Mumbai in India.
Sri is grateful she has lived in Colorado since 2019 with her husband and two children. She enjoys hiking, reading non-fiction books and playing board games.
Brandy Reitter
Colorado Broadband Office Executive Director
Brandy Reitter joined the Colorado Broadband Office (CBO) in 2022 and is responsible for providing oversight and management of the office's programs and statewide strategy for broadband deployment. Her work includes educating community and industry leaders, supporting regional collaborations, fostering relationships with partners, and mobilizing resources to improve the access and affordability of high speed internet. She works to assist with policy and legislative development, serves on various broadband boards and supports the work of the office.
Her professional experience includes 15 years in local government management in cities and towns across the state of Colorado. As a former Town Manager, she built broadband programs in rural communities and has leveraged resources to deploy broadband in her communities. Her local government experience includes managing towns in Weld, Chaffee, Saguache and Eagle Counties. She has served in roles in public utilities, economic development and government operations in the City of Longmont, City and County of Denver and the Government of the District of Columbia. She has a Master of Public Administration from the University of Colorado Denver School of Public Affairs. In 2020, Brandy won the City Manager of the Year by the Colorado City County Managers Association and has been appointed to boards for several civic organizations.
Brandy is originally from Colorado and grew up in the Front Range. She moved to the high country 10 years ago and has lived in Summit, Chaffee and Eagle Counties. She calls the Town of Eagle her home and has spent most of her career in rural Colorado. In her free time, Brandy enjoys skiing, camping, running, mountain/dirt biking and rafting the Colorado and Arkansas Rivers. She enjoys these activities with her husband Chris and dog Tink.
Katie Shakun
Interim Chief Technology Officer
Katie brings more than 20 years of experience in the information technology field, ranging from systems support to leadership roles, building and leading diverse teams to drive technological change and accelerate organizational success.
Katie spent seven years as the Director of IT for the Broad Institute of MIT and Harvard in Cambridge, Massachusetts, and also led the IT organization at Boston University’s College of Engineering for ten years. She joins OIT after most recently serving as the Director of IT Operations & Information Security at Relay Therapeutics, Inc., a biotech startup in Cambridge, Massachusetts. She oversaw and managed cybersecurity, infrastructure support, DevOps, network functions, enterprise applications and the help desk there.
Katie holds a Bachelor of Arts in Communication from the University at Buffalo and earned a Master of Science in Computer Science from Boston University.
Sarah Tuneberg
Director, Colorado Digital Service
Sarah Tuneberg, MPH, is an entrepreneur, technologist, and seasoned startup executive who has worked across government and the private sector, leveraging data and technology to solve complex climate change, national security, and emergency response challenges.
Sarah has extensive experience assisting the US Federal government, states, municipalities, large corporations, and educational institutions in enhancing their preparedness and response and recovery capabilities. She is an expert on issues related to equity and inclusion in emergency management and disaster response. Sarah spearheaded policy and practice changes within the field, including moving from a diagnostic to a functions-based approach to vulnerability and the widespread utilization of equity lens theory. She is a thought leader in the space of climate risk assessment, mitigation, and adaptation. Together with her Geospiza team, she pioneered adaptation pathway modeling, a climate risk mitigation strategy, within enterprise business settings.
Sarah was tapped by Colorado’s Governor, Jared Polis, to lead the COVID Innovation Response Team in March 2020. Her portfolio was then expanded to include responsibility for statewide COVID-19 testing, containment, and technology. In this role, she built a team from 4 to more than 450, expanded daily testing from 50 to more than 50,000, built a service corp-based contact tracing program that saved taxpayers $30 million, and procured innovative technology that will drive health in Colorado for decades.
Sarah is driven by continuous learning and meeting the needs of those disenfranchised or marginalized by traditional systems. Sarah has been recognized as the 2018 Entrepreneur of the Year, Downtown Denver Partnership; 2018 US Representative, Global Entrepreneur Summit; 2019 Denver Business Journal’s 40 under 40; 2020 Cartier Women’s Initiative Fellow; 2x TedxMileHigh presenter; 2020 Inc. Magazines Female Founders 100.
Brandi Wildfang
Chief Communications Officer & Public Information Officer
Brandi Wildfang is a dynamic leader with over two decades of experience mastering the art and science of marketing communication in the public, private and nonprofit sectors. She expertly brings brands to life, inspiring teams to think creatively and ensuring every message carries purpose—because great storytelling is more than words; it's impact.
As OIT's Chief Communications Officer & Public Information Officer, Brandi blends strategic communication with change management to launch enterprise technology initiatives for its employees, state agencies and Coloradans. An OIT brand champion, she is also chief spokesperson, leads crisis and issues management communication and oversees myColorado™ mobile app marketing.
After the State of Colorado consolidated its IT services, Brandi was hired in 2014 to develop OIT's brand strategy—fostering an engaged and inclusive internal culture while reinforcing the value of secure digital services in boosting state employee productivity and helping Coloradans thrive. Fun fact: OIT’s “Serving People. Serving Colorado.” tagline came directly from Brandi. She later led marcom and client experience efforts for the state's health and human services eligibility system, spearheading a 2017 Colorado.gov/PEAK usability study that yielded numerous UX and readability enhancements, and establishing a governance structure that strengthened collaboration across state agencies, counties and community organizations.
Before joining the public sector, Brandi was Regis University's Director of Brand Marketing, where she built a centralized marketing department and led an in-house agency to develop its first-ever strong and unified brand identity. Through a comprehensive brand study, strategic media buys and high-impact marketing campaigns in the Denver metro area, Brandi elevated brand awareness beyond Colorado's top research institutions.
Brandi enjoyed other marketing roles at Comcast, Time Warner Cable, and Gonzaga University. During her tenure at Gonzaga, she redesigned the undergraduate admissions website, leading to its #7 ranking out of more than 3,000 postsecondary institutions, according to the National Research Center for College & University Admissions Enrollment Power Index®.
In 2020, Brandi was recognized by Denver Business Journal as a 40 Under 40 winner. This honor is awarded to influential young professionals who contribute significantly to company success, civic engagement and community involvement, career achievements, and innovations. Brandi was also among the top 50 most influential young professionals honored by ColoradoBiz Magazine for their 2021 GenXYZ Awards.
Brandi holds bachelor's and master's degrees in business administration and marketing from Gonzaga University. Go Zags! She grew up in Washington state, studied abroad for a year in Florence, Italy, and migrated to the sunny beaches of San Diego before moving to Colorado in 2008. Brandi thoroughly enjoys the Colorado lifestyle and all it has to offer. Above all, she loves making memories with her two kiddos.
