OIT Accessibility Progress Report

The Governor’s Office of Information Technology (OIT) is working to make sure all services, programs, and activities are accessible to provide equal access to information and services to all Coloradans.

OIT has set and follows the web accessibility guidelines, which are in accordance with the technical standards provided by:

  • World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.1 Level AA or higher,
  • Section 508 of the U.S. Rehabilitation Act of 1973 Chapters 3,4,6, and
  • C.R.S. 24-85-101 to 24-85-104, ARTICLE 85

Progress

Our ongoing accessibility effort works towards the day when all services, programs and activities are accessible, providing equal access to information and services to all Coloradans.

To that end, OIT has a plan to prioritize, evaluate, remediate and continuously improve every digital touchpoint within our services, programs and activities. Below, you’ll find an update on the progress OIT is making on accessibility efforts across the agency.

Organizational progress and status

Define an accessibility roadmap including timeline, goals, roles, responsibilities and policies as needed.

  Completed

Include accessibility into our procurement processes.

  In progress: Accessibility requirements and information have been incorporated into almost all of the procurement procedures, assessments, templates, and instructions.

  In progress: Define and implement accessibility requirements and processes for all procurement paths. Some procurement paths have developed and implemented processes.

  In progress: Reviewing legacy contracts to address if amendments are needed in order to include accessibility language.

Conduct and maintain an inventory of technology and then prioritize, validate through testing and address accessibility issues found.

  In progress: All OIT websites have regular monitoring with Siteimprove and have been formally tested for accessibility.

  In progress: Web administrators are working on website remediation and website governance that includes accessibility guidelines and practice.

  In progress: Applications have been prioritized and are being tested and remediated. We anticipate running into budget challenges before we can complete all application testing and remediation so are working on ways to address this issue.

Create and implement a plan for providing reasonable accommodation and modification until the technology can be made accessible.

  In progress: A full solution for accommodations is in place currently for public accommodations.

  In progress: An interim process is in place for public accommodations and a process improvement project is planned to explore the most effective and efficient way to manage accommodations.

Provide contact information and support for receiving accessibility feedback
and accommodation requests.

  Completed: Accessibility statements are in place on public and internal websites. Statements are also included in most applications, where possible.

  Completed: Feedback mechanisms through the accessibility statement are in place. A process improvement project is planned for the public accommodation process.

Hire people with accessibility skills and train current employees on providing accessible services and technology.

  Completed: While this is ongoing work, training is now available to all staff on multiple accessibility related topics and processes are put in place to hire staff with accessibility skills when able. Courses for OIT staff include both required and recommended courses.

Incorporate accessibility requirements into our technology development stages including design, development, user experience and quality assurance.

  In progress: OIT has process improvement projects in progress focused on ensuring accessibility requirements are included with key OIT development, testing and project management processes.

Create and post on front-facing web pages a progress-to-date report that is updated quarterly and demonstrates concrete and specific efforts toward compliance with the OIT rules. (This report is required to be in compliance with the requirements of HB24-1454 through July 1, 2025.)
